New! IRS Regulations for non-cash charitable donations now calls for all appraisals to be completed in compliance with “generally accepted appraisal standards.” An appraisal will be treated as having been conducted in accordance with generally accepted appraisal standards. if, for example, the appraisal is consistent with the substance and principles of the Uniform Standards of Professional Appraisal Practice (“USPAP”), as developed by the Appraisal Standards Board of the Appraisal Foundation.

USPAP Sets a unified code of ethics for standards for appraisal report writing and many courts now expect appraisers to be tested in USPAP and to prepare appraisals which conform to the USPAP criteria. The AAA USPAP curriculum, developed over ten years ago, is significantly different from other USPAP courses. Developed by the Appraisers Association of America, the major concentration of its curriculum is in the field of personal property, and examples to illustrate the standards are drawn from different areas of personal property appraising including fine arts, furniture, decorative arts, collectibles, gems, and jewelry.

Knot To Be Missed -Part II – Presented by Richard Amatulli, CRA & Phil Menendian, CRA
Building 1, 4th Floor, Room 4-B-1. In our ongoing efforts at educating our members, ORRA is offering the second part of a series which started in January 2011. This program is geared toward helping our members pass the CRA exam. “Knot to Be Missed Part II” will focus on specific types of rugs with which many test takers have had difficulty. Numerous pieces will be examined for their differences and we’ll go into an in depth discussion about why they are what they are and how to recognize them in the future. This session should be educational and fun. Hope to see you in July! Richard Amatulli authored numerous articles and lectured extensively onthe Middle East, Oriental Rugs, Energy and Environmental Sciences. In 1979-80 assisted Aram Jerrehian editorially with content and photos with his book “The Oriental Rug Primer”, authored article on Turkish Rugs in Hali, 1978, contributed to Charles W. Jacobsen updated “Guide to Oriental Rugs” and taught educational classes in Fairfield County, CT on Oriental Rugs and interior design. He is a graduate of West Point and the University of Illinois with an MA in Middle East Studies, Geography and Environmental Science, and graduated Command and General Staff College. While on the ORRA board established and wrote first CRA exams and certifications with Frank Eways, developed Code of Ethics, retail marketing assistance and ORRA logo with Steve Boodakian and assisted Ray Albed in the first ORRA sponsored Rug shows. He founded Amatulli Imports, Inc in 1968. In 1992 with the addition of his sons the company was organized as Amatulli & Sons, LLC, in New Canaan and relocated to Greenville, SC in 2007.
Philip Menendian, CRA is ORRA’s Education Chairman. After selling his family business (one of the oldest and most respected names in the industry) in late 2009, he is continuing his rug business under a new name. Butler-Oliver Rugs, LTD. Based out of his new home in North Carolina, BOL is focusing on old and antique oriental rugs. Combined with some inventory of new rugs from his old store, there are over 200 rugs available on the website. He is always searching for more interesting pieces. Course and Exam Dates
Thursday July 14, 2011, 9:00 am to 5:30 pm and , Friday July 15 from 9:00 am
to 5:30 pm. The course and concluding examination will be held during the Atlanta International Area Rug Show at AmericasMart, Building 1, 4th floor, room 4-G-7 Atlanta, GA.The USPAP course has been organized to conform to the criteria set forth by the Appraisal Foundation in Washington, DC. Participants meet for a total of 15 hours including the examination. Satisfactory completion of the examination will receive a USPAP certificate and allows participants to state that they have successfully completed the USPAP course and examination in personal property.
